President William Ruto has announced the creation of a new sub-county in Baringo, aimed at improving government service access for the Illchamus community, a minority within the Maa tribe.
During the Maa cultural festival, Ruto highlighted that the Illchamus, part of the broader Maa community, have faced long-standing marginalization. “We are committed to ensuring that the Illchamus people, who have been marginalized for many years, now have a direct line to government services through the creation of their own sub-county,” he affirmed.

In response to growing security concerns in Samburu, Ruto also pledged to redeploy the Special Operations Group to the area to address recent unrest.
He outlined additional development plans for the region, including road infrastructure improvements and extending the Last Mile Connectivity initiative to boost electricity access in remote areas. “We will work to ensure that our roads are better and that electricity reaches even the most remote areas, helping to drive development,” he said.
Maa community leaders also urged the government to address climate-related challenges impacting pastoralists.
Wearing traditional Samburu attire, Ruto responded by promising to attract investors to establish value-addition industries for hides and skins, benefiting the wider Maa community. Additionally, he committed to setting up abattoirs and livestock markets in pastoral regions to support the local livestock sector.

“We will work with investors to create value addition opportunities, which will increase income for pastoralists and improve the livelihoods of our people,” Ruto stated.
