Ruto Directs Kenya Power, EPRA, and 32 Other CEOs to Obey Him or Resign

On Thursday, November 28, President William Ruto expressed strong dissatisfaction with key government agency directors, accusing them of undermining efforts to digitize government services.

Speaking at the First Anniversary of the eCitizen Directorate at the Kenyatta International Convention Centre (KICC) in Nairobi, the President issued a stern warning to the officials, citing non-compliance with his directive to onboard their services to the eCitizen platform.

The President highlighted that 34 state agencies, including the Energy and Petroleum Regulatory Authority (EPRA), Kenya Ports Authority (KPA), and Kenya Power Company Limited (KPLC), had failed to comply with the directive.

He accused the agencies of fostering revenue leaks and lack of transparency, with some reportedly diverting public funds through outdated payment systems.

“These entities have not complied with my directive to onboard their services, payments, and revenue collections to the eCitizen platform.

This platform is crucial for Treasury to monitor government revenues effectively,” Ruto emphasized.

He also exposed a scheme by some agencies that appeared compliant but reverted to alternative payment methods to evade Treasury oversight.

Some agencies onboard the eCitizen platform but occasionally switch to outdated payment systems, including collusion with certain banks. This behavior is unacceptable,” Ruto stated.

President Ruto gave the agencies one week to fully comply with his directive or face dismissal. “They have one week to comply, or they can make use of the door,” he warned, adding that he expects a detailed compliance report from the agencies within three days.

The Head of State further insisted on transparency, directing the agencies to provide records from the past three months to identify those circumventing the system. “I want a clear record of agencies using grey areas to subvert transparency. We must act against individuals sabotaging government revenue collection,” Ruto said.

He maintained that non-compliance and manipulation of the system created loopholes for public funds to be misused, warning that ignorance of his directive would not be tolerated.
