Suspect Behind KCSE Exam Leak on Telegram Arrested After Surveillance Operation
Stephen Nyang’au Mbeche, allegedly behind the Telegram group “KCSE 2024 Leakage Group,” has been arrested. Detectives from the Kenya National Examinations Council (KNEC) and Masaba North tracked him down after a detailed surveillance operation.
Mbeche reportedly used the group to share leaked KCSE exam papers, charging parents and students upfront for access. Images released by the Directorate of Criminal Investigations (DCI) show the group had 802 members, with Mbeche promising top grades to those who joined his VIP channel.
During the arrest, detectives seized a mobile phone and laptop believed to be his tools for running the operation. Authorities are now pursuing other individuals linked to similar activities.
Mbeche’s arrest was due to his possession of unauthorized examination materials, violating Section 27 (1) of the KNEC Act No 29 of 2021, which prohibits handling exam papers or related information without a lawful excuse. The Act stipulates harsh penalties, including up to 10 years imprisonment or a fine of two million shillings.
The Directorate of Criminal Investigations (DCI) revealed that the Telegram group had over 800 members, with Mbeche promising high grades to those who paid upfront. As Mbeche remains in custody, police are actively pursuing other individuals involved in similar exam malpractice schemes.

The arrest aligns with the Ministry of Education’s intensified crackdown on exam cheating. Education Cabinet Secretary Julius Migos recently confirmed that, moving forward, cheating cases will be addressed on an individual basis to prevent widespread consequences on entire exam centers.
