President Ruto has formed a 129-member committee to assess and review the new university funding model.

The Workstream on Appeals, which addresses the categorization of students for scholarship and loan allocations, will be led by Walubengo Waningilo as Chair and Lucy Machugu as Co-Chair. The Workstream on the Structure of Student Loans will be chaired by Robert Oduor Otieno, with Aron Kiprotich Bett serving as Co-Chair. The Workstream on the Review of the Cost of University Academic Programmes will be overseen by Prof. Mohamed S. Rajab as Chair and Patrick Malanga as Co-Chair. The National Committee will operate for eight weeks starting from September 16. Its Secretariat and Workstreams will be based at the Ministry of Education Headquarters, Jogoo House. The committee will report directly to President Ruto through the Cabinet Secretary for Education.

President William Ruto has appointed a 129-member National Committee to review the new university funding model in response to concerns raised by various stakeholders, including parents and students.

According to a gazette notice dated September 16, President Ruto announced, “I, William Samoei Ruto, do order and direct that the National Working Committee on the Review of the New University Education Funding Model is hereby established.”

The committee will be organized into four sub-committees:

  1. Workstream on the Review and Refinement of the New Funding Model for universities and Technical, Vocational Education and Training (TVET) institutions.
  2. Workstream on Appeals related to student categorization for scholarship and loan allocations.
  3. Workstream on the Structure of Student Loans.
  4. Workstream on the Review of the Cost of University Academic Programmes.

The chairpersons and co-chairpersons of these sub-committees will form the coordination board, which will be led by Prof. Japheth Micheni Ntiba. The lead secretaries from the sub-committees will act as joint secretaries for the overall committee.

Prof. Karuti Kanyinga will chair the Workstream on the Review and Refinement of the New Funding Model for universities and TVETs, with Dibora Zainab Hirbo serving as co-chair.
