In a letter dated November 27, 2024, Education Principal Secretary (PS) Belio Kipsang stated that the decision followed an assessment conducted in September and October 2024 to evaluate compliance with safety regulations in boarding primary schools.
“The assessment exercise revealed that some institutions grossly violated the provisions of the Safety Standards Manual for Schools in Kenya (2008) and the Registration Guidelines for Basic Education Institutions (2021),” Kipsang noted.

He further explained that 348 schools failed to meet the required standards and were consequently deemed unfit to host boarding students.
In a directive to regional, county, and sub-county Directors of Education, Kipsang ordered the immediate closure of the boarding sections in the affected schools.
He emphasized that reopening would only be allowed after a thorough re-registration process to ensure compliance.

“The purpose of this circular is to direct the closure of boarding sections in all non-compliant schools listed. Reopening will be contingent upon the successful completion of a re-registration process.
Parents of affected students must be informed promptly to make alternative arrangements for their children,” the letter concluded.
