Ruto Names 13 Gangs Threatening Kenyans in Latest Security Report

President William Ruto has called on Cabinet Secretaries to meet their respective ministry targets to ensure effective service delivery to Kenyans during the remainder of their tenure.

Speaking at the performance contract signing ceremony at State House, the President emphasized that each Cabinet Secretary must take personal responsibility for the success of their ministry. He highlighted that their collective efforts directly impact the overall performance of his administration.

However, the President cautioned that underperformance in any sector would hinder the government’s overall progress. He warned that corrective measures would be taken against those found responsible for any shortcomings.

“At the end of the financial year, each CS will receive a performance report card reflecting their ministry’s achievements. These scorecards will ensure that performance contracting is not seen as a meaningless ritual.

The President highlighted that the performance contracts would act as a scorecard at the end of each fiscal year, enabling individuals to evaluate their achievements and shortcomings. He stressed the importance of Cabinet Secretaries working collaboratively under a unified government strategy to enhance efficiency and deliver results effectively.

“I expect each CS to take personal responsibility for achieving the targets outlined in their contracts. There is no room for excuse, delay or failure,” he remarked. 

“This scorecard will carry recognition, rewards, and sanctions, which will be applied without fail. Excellence, integrity, efficiency and consistency will be rewarded, while failure, negligence, waste and misconduct will invite instant corrective action,” President Ruto remarked.

“As we sign the second generation of the performance contract, let us reflect over the commitments and weight of responsibility over our shoulders. We are united under a solemn bond to fulfill these commitments for the benefit of our nation and make this country a better place for all of us,” Ruto said. 

Additionally, the President instructed the Treasury to expedite the disbursement of funds to ensure seamless service delivery across all ministries.

His remarks come amid criticism of his administration for being unresponsive to citizens’ concerns and acting in a manner perceived as tone-deaf.

This sentiment was underscored during the Gen Z-led protests between July and August 2024, where young people took to the streets to voice their frustrations with the government.
